On his first day of government, President Jair Bolsonaro (PSL) Published provisional measure No. 870/19, in which he creates the structure of his administration, determining changes in the ministries, including the attributions of the Ministry of Women, the family and the Human rights, commanded by the shepherdess Damares Alves. The MP does not specify where public policies will be dealt with to combat discrimination against the LGBT population (lesbians, gays, bisexuals, transvesties and transsexuals) and extinguishes the Secretariat that dealt with this agenda.
Among the policies established as the attribution of the new Ministry, are the rights of women; of the family; of children and adolescents; of youth; of the elderly; of the person with disabilities; Rights of the black population; Ethnic and social minorities; And the Indian, “including the monitoring of health actions developed for the benefit of indigenous communities, without prejudice to the competences of the Ministry of Agriculture, Livestock and supply.”
Until then, the LGBT population was explicitly cited and their rights were included in a board of directors, which was submitted to the National Secretariat for the promotion and defense of human rights. Other agendas, such as that of the elder, gained a ‘ promotion ‘ and went from coordinating departments or directorships to secretariats. The same has not happened with LGBT people, who do not yet have a definite debate space.
