In an attempt to reduce costs and accelerate fiscal adjustment, the government of Jair Bolsonaro determined that all ministries decrease contracts with outsourced companies. The order is to cut “drastically” on those expenses. A sweep of these contracts was performed during the transitional period.
Several ministries, including, have already received the list with all contracts that must be revised and the values that must be reduced. Since the morning of this Wednesday, January 2, the first working day of the Bolsonaro government, occupants of outsourced positions were dismissed as soon as they arrived at work.
This downsizing of outsourced contractors will extend over the next few weeks. In total, the government spends R $25 billion a year on these contracts, with 20% of this with professionals hired by companies. Besides costing expensive, contracts are targets for irregularities. The companies receive the money, the owners disappear with the resources and the employees are left without receiving.
The areas that most contract outsourced are education, health, tourism, sport (incorporated by the Ministry of Citizenship) and national integration (now, Regional development), besides the secretariat of communication, absorbed by the Secretariat of Government.
They are in the outsourced scope that work areas such as cleaning, secretariats, maintenance, prevention, transportation and surveillance. The new government believes that there is much wrong in the contracts, especially because of the excess of additives, several of them effective until July 2019.
Most of the contracts, says a member of the government, has undergone a large fine comb in the last two months. “There is no need for so much spending. We can significantly reduce this annual value of R $25 billion, “says a technical team of the Minister of Economics, Paulo Guedes.
On account of the Government’s decision, the climate is heavy on the Esplanade. Many believe that the same rule of outsourcing reduction should be worth to the occupants of DAS positions, especially those of higher values (levels 5 and 6), which can now be occupied by career servers.
